(3) Powers and Functions

(a) Law-making

(b) Controlling public expenditure

(i) To examine and approve government budgets;

(ii) To approve taxation and public expenditure.

(c) Supervising the administration

(i) To receive and debate the policy addresses of the

Chief Executive;

(ii) To raise questions on the work of the government;

(iii) To hold debates on issues concerning public

interest;

(iv) To initiate motions jointly by one-fourth of all the members of the Legislative Council charging the Chief Executive with serious breach of law or
