Chinese citizens who are residents of the HKSAR shall be entitled to participate in the management of state affairs according to law.
The Chinese citizens among the residents of the HKSAR shall locally elect deputies of the Region to the National People's Congress to participate in the work of the highest organ of state power. [Article 21]
Suggested Teaching Methods/Activities

Motivation
(a) One or two weeks before the first lesson, ask the students to collect newspaper cuttings on topics concerning the relationship between Hong Kong and the PRC.
(b) Then, in the lesson(s), discuss with the students their findings and draw students' attention to the relationship between Hong Kong and the PRC with reference to the concepts of sovereignty, constitutionalism, legitimacy and nationalism.
