- The delayed Eighth Party Plenum took place at the end of November amidst continuing power struggles within the leadership. The Plenum brought no personnel changes or any resolution to the Zhao Ziyang problem. Deng Xiaoping did not appear, and there were few references to him in the press. (Paras 1-4)

Central figures continued tours of the provinces, and several of the more liberal-minded leaders visited Special Economic Zones in the south, to celebrate the 10th anniversary of their founding.

THE EIGHTH PARTY PLENUM
1. The Eighth Plenum of the 13th Central Committee finally took place from 25 to 29 November, possibly delayed by continued factional infighting among the leaders. Agriculture was the main topic on the agenda, and the Plenum issued an uncontroversial document on agricultural policy, promising to maintain the rural reforms of the past decade. Despite speculation that Vice- Premiers Zou Jiahua and Zhu Rongji, and Secretary-General of the Central Military Commission (CMC), Yang Baibing, might be admitted to the Politburo, there were no personnel changes, and it seems that major decisions of this kind have been postponed until the 14th National Party Congress, which will take place in the final quarter of 1992. Deng Xiaoping failed to put in an appearance before the opening of the Plenum, even though he appeared on television just before the Seventh Plenum in December 1990.

The case of former General Secretary Zhao Ziyang was not mentioned in the Plenum's communique, although an article in Contemporary Times claimed that the participants of the meeting listed Zhao's mistakes, and decided not to assign any new job to him for the time being. According to an article in Pai Hsing, Deng had proposed that Zhao Ziyang return to work at the CCP Work Conference held in September. However, his proposal met with opposition from the other octogenarians and those in power, showing that the leadership are in still in deadlock over this issue.
