4. There are also more detailed criticisms of the Basic
Law. Some of these (eg, on the powers of Hong Kong counts to interpret the Basic Law and on the definition of areas outside the autonomy of the SAR) are ones which we agree with and made to the Chinese during the drafting of the Basic Law. But they are all water under the bridge. That has been the main thrust of comment in Hong Kong, although the criticisms have attracted greater attention in the
British media.
5. We will produce a line for use in rebutting the main criticisms once we have received the commentary which Hong Kong are producing. This will be tailored mainly for use
if questions are raised in Parliament. But we will also
send guidance to posts concerned, and will cover the main
points in your briefing for Hong Kong.
