INTERNATIONAL COMMISSION OF JURISTS (ICJ) REPORT ON
HONG KONG
1. We have now received copies of the Commission's report. Since it runs to 120 pages, I attach the summary together with the conclusions and recommendations.
2.
This was not an impartial enquiry. The terms of
reference were to establish the extent to which the UK has
fulfilled its obligations to implement the rights of self determination of Hong Kong people, the extent to which Human Rights are protected in the Basic Law and the Bill of Rights, and steps necessary to rectify any faults and monitor the
observance of Human Rights after 1997.
3. Not surprisingly, the team produced a critical report. Their main points (none of them new) are:

That the Joint Declaration does not require direct elections to the post of Chief Executive;
That a referendum was not held on the JD;
iii) That we have not introduced a totally directly-
elected LegCo; and
