REPORT ON HONG KONG BY THE INTERNATIONAL COMMISSION OF JURISTS
1.
Following the discussion yesterday, I asked Mrs Glover to look into the standing and reputation of the International Commission of Jurists. I enclose a copy of her minute. It confirms that we will have to take the report seriously and confront the argument in it on its merits, rather than simply waving it aside.
2. I add only the point which I made in discussion, namely that we cannot blow hot and cold over these human rights organisations, deferring to their views when they criticise foreign Governments, but doubting their bona fides when they criticise us or our friends.
