I attach a minute from Economic Relations Department on the above subject which I have discussed with Mr Soper. sympathetic with his aims and recognise the need for us to have information on this subject. However I am not sure whether what he is proposing would add any further requirement on the agencies than that which exists at present. I assume that the principal role in intelligence gathering on these subjects in Hong Kong is carried out by organs of the Hong Kong Government. Are we dissatisfied with what they are doing in this area? so should we not be aiming to build up their expertise rather than duplicating it ourselves? It may be possible that certain functions are best carried out by HMG and I would have no objection if that it the case to such efforts continuing or of course to information being gathered on an opportunity basis.
