And in discussing the political agenda, we should not forget
the dynamic growth of Hong Kong's economy, increasingly linked to the growth of Southern China. That produces the wealth which
enabled Chris Patten to announce increased in the wages for
education, health and social welfare. It underpins all else in
Hong Kong.
