CHINESE RESEARCHER ON SINO-BRITISH RELATIONS OVER HONG KONG
1. I have recently been contacted by Eugene Qiang, who is a researcher at St Anthony's College, Oxford. He originally comes from Shanghai, I believe the Shanghai Institute of International Relations. He has been at Oxford some time, and I have met him at a number of seminars on China, at Oxford. I was aware that he was conducting research on these questions, but not exactly what he was doing. He has asked if he could come to have a talk with me about it on 4 November.
2. I have agreed to see him, but would be grateful for your Department's clearance that I may do so. You might wish to take into account that he will be interviewing Lord Wilson before he comes to see me. I do not know if he has done the rounds of those others involved in the Sino-British negotiations as a number of other recent researchers have done.
