Thank you for your letter of 29 October, which I received on return from Peking.
As you know, my objective is to fulfil my task here honourably and competently. I believe that I will be judged in 1997 by whether I have successfully implemented the Joint Declaration, thereby guaranteeing the prosperity and stability of Hong Kong, and way of life of its six million very remarkable people.
I am in the position of having to put forward proposals for the 1995 elections, elections which must be conducted openly, fairly and in a way that is acceptable to the people of Hong Kong. My proposals are fully consistent with the Basic Law, which is silent on the questions of, for example, the composition of the Election Committee for the first SAR legislature and the new functional constituencies. I have made it clear that I am quite willing to consider any proposals anyone else may have, but so far there have been none.
