They plan a general review of

ETOS in the near future. But unless there are plans to move

away from the current structure, it seems probable they will

continue to look to Posts at least for specialist air services

advice.

Given the absence of hard and fast rules, we are reluctant

to suggest any for Washington. Our general view is that the

level of involvement by Posts should be substantially less

post separation. Bearing in mind HKG's comments, we would

expect a reasonable level of assistance to consist only of the

provision of specialist advice on matters which impact on

HK/US air services, and which the ETO could not reasonably be

expected to have picked up. The degree and quantity of

assistance you provide needs also to be related to your

available resources. Against all this, you must bear in mind

the principle that Hong Kong remains a Dependent Territory

until July 1997, and is entitled to the support of the FCO

diplomatic network.

We suggest that it may be best for you to come to your own

arrangement with the Washington ETO, so that lines of

responsibility are clearer.
