2. I found your outline impressively comprehensive. problem will I think be to select and focus in on the
important insights and trends, and to cut away as much as possible of the background which every Economist reader will
already know.
3. On my specific area, I am not sure that you have yet found quite the right place for Hong Kong. I suggest it needs two
bites:
A mention under "UK interests" in your first, snapshot section. You might make the point that Hong Kong will continue to be a high political priority until 1997, given HMG's direct responsibility, and the implications for us if things went wrong. I suggest that this could replace the reference to Hong Kong on the bottom of page 5.
A separate question for discussion under section 3 of the paper, perhaps on the following lines: "How can we use our
