May I offer you my warmest congratulations on your peerage.
It is richly deserved. You have governed Hong Kong in one of the
most testing periods of the colony's history and have done so with very great skill. You inevitably had to take more brickbats than your predecessors and I know just how hard this has been. I am all the more grateful to you and Natasha for bearing the
stresses and strains so stoically.
I realise that you will want a decision as soon as possible
on your successor. This is inevitably complicated by the political scene here at home and I am afraid that you will have to endure continuing speculation. But your peerage is a mark not just of the Government's gratitude for what you have done but of our confidence in you. I hope you and Natasha get pleasure from it while you are still in Hong Kong. I am sure you will make a
considerable contribution to the Lords once you are back in this
country.
