I then made the decision that regardless of the sea state, necessary to take action as somebody was obviously sending a distress signal to summons assistance. I then left the immediate vicinity and proceeded closer to Tai O where the sea was a little calmer, although only marginally.
I would say that the waves were still seven feet in height at our position where the sea rider was to be lowered.

It only took about five minutes to lower PV 43. I went on board together with SGT 13273, PC 19032 and PC 19632. We then returned to Wong Fa Pai, together with the mother launch 73. As I got closer to Wong Fa Pai I could make out some people on the rock, although at this stage I couldn't say

Launch 73 continued to patrol around Wong Fa Pai, whilst I attempted to come as close as possible to the rock in order to effect the rescue approaching from the north. Due to the large waves, we were battered against the rock and I realized that it was far too dangerous to actually get onto it. Therefore, it was necessary to withdraw from the rock in order to search for a different line of approach. I then went around the other side of the rock on the southern side.

I was coxswain of PV 43 at this stage and I edged in to the rock as close as possible. I instructed SGT 13273 and PC 19032 to get ready to try and climb from PV 43 onto the rock when we were close enough. Despite the waves, we eventually managed to off load the two officers on the rock and I immediately retreated a short distance for safety sake. It would have been impossible to stay alongside the rock, because our vessel would have been severely damaged, therefore putting our own lives at risk.
When the persons on the rock were located, I edged back to the rock. PC 19032 held my boat at the rock holding onto the rope, whilst SGT 13273 assisted the persons onto our boat.
