I am Police Constable 19632, presently under training with the Police Tactical Unit at Fanling in the New Territories. Prior to this appointment, I was working on board Police Launch number 73 in Marine South Division. I have a total of 11 years service in the Royal Hong Kong Police. I was working in South Division for nearly four years, prior to my recent transfer.

On Friday 27th December 1991 I was on duty on launch 73,
in my capacity as a launch mechanic constable. Station Sergeant LAU Yung-kan was in charge of the boat.

At 2210 hours that day I was on watch duty, when the radio operator received a message from our divisional command launch PL 4 from Marine Headquarters control room, concerning a flashing torch distress signal, that had been sighted on Wong Fa Pai. On receipt of this information, we were located at Cheung Chau Hoi, which is approximately 14 miles east of Wong Fa
Pai.
The weather conditions at this time were very bad, with a strong northerly wind, heavy rain, waves of about 10 feet in height and the temperature was down to about 0 degrees celsius.

We proceeded directly to Wong Fa Pai at full speed and arrived at 2305 hours. Wong Fa Pai is located approxmiately I 1/2 miles south west of Tai O village on Lantau Island. It is a small rock that is a navigational hazard.
