ABOLITION OF CAPITAL PUNISHMENT
THE PROBLEM
On 18 February 1992, following consideration of memorandum XCC(92)15 on the abolition of capital punishment (Background Paper 1), the Council ADVISED and the Governor ORDERED that a further submission should be made examining -
(a) the proposition that the current mandatory penalty of capital punishment for murder, treason and piracy with violence, should be replaced by a mandatory sentence of life imprisonment. Reference should be made to the current situation in England and Wales; and
