CALL ON SECRETARY OF STATE BY AMNESTY INTERNATIONAL: CALL FOR BRIEFS

1. Representatives of Amnesty's British Section will call on the Secretary of State on 16 September. This is a regular event, giving Amnesty the opportunity to express their concerns in advance of the UN General Assembly.
2. As usual, Amnesty have forewarned us of the subjects they will wish to raise. I should accordingly be grateful for points to make and background on the following:
Iraq, in particular the report of the UN's Special Rapporteur and the question of UN human rights monitors;
East Timor;
the former Yugoslavia;
- Malawi;
Turkey, in particular action proposed by the UK, as EC Presidency, in the light of Turkey's human rights record;

Uganda (the British Section's current campaign);
- the death penalty in Hong Kong (Amnesty are concerned that it should be removed from the statute books before 1997, and have suggested that Mr Patten's speech to EXCO in November might provide a suitable opportunity to announce this).
