Despite the Legislative Council motion in June 1991 favouring the abolition of capital punishment, our assessment is that public opinion on this issue is still divided and public reaction to the proposed legislative amendments will be mixed. Political groups like the United Democrats of Hong Kong and human rights activists will welcome the proposal. Others, including those who hold more conservative views and people at the "grass roots" level will be against abolition. It is worth noting that the left-wing press has been critical of the Legislative Council motion, particularly the argument that the death penalty could be open to abuse by the SARG after 1997. The law and order situation at the time will also influence public reaction when the proposed amendments are announced.
