I am writing to you at the recommendation of Mr Stephen Slack of the Charity Commission about a bequest made to HMG by a Hong Kong resident, Sir S K Tang.
The S K Tang Bequest was originally handed over to HMG in 1986 but we have encountered difficulties in establishing the correct procedure to set up a trust fund to administer the funds. I enclose copies of papers which provide a full background to the Bequest.
The Attorney General in Hong Kong to whom we were first advised to apply, has told us we should apply to you for directions under a Royal Sign Manual to set up a trust. The Charity Commission agree with this advice. As this matter has been unresolved for quite some time now and potential beneficiaries are becoming understandably impatient, I would be very grateful if you could give me a response as soon as possible. Our Deputy Under Security is very keen to see progress. Do let me let me know if there is any more information you require.
