There is however a risk that such cuts will turn out to duplicate cuts separately proposed by the AUS with direct responsibility for that item of expenditure. I noted in my letter of 26 November we will be looking here at the scope for adjusting these programmes throughout Northern Asia, and I have sought comments from Heads of Posts. So there is no question of our targetting Tokyo to the exclusion of programme expenditure for other posts in the area.

Against that background, I should be most grateful if you could let me have by 7 December your views on the best way of making the required saving. As noted above, it would be preferable if I could have a number of options. You will want to look at staff slots (and your TMR return contains some suggestions on contingency savings that could be made) and also at programme expenditure.

I hope it goes without saying that I do not intend to confine myself to mutely offering up the required cuts. I plan to spell out the adverse

consequences of these cuts, and to argue that savings could be found elsewhere which would cause less damage

to our interests. Any arguments which you can provide would naturally be welcomed.
