If a fixed sum contribution is preferred for budgetary control and planning purposes, an alternative would be to raise the total contribution by £200000 p.a. for a period of 3 years as from 93/94 i.e. HMG to provide an additional contribution of £100000 p.a. This approach would necessitate another review of the level of contribution by 96/97. Appendix III sets out the position.
RECOMMENDATIONS

The UK/HK Scholarships Committee is of the view that the UK/HK Scholarships Scheme should continue beyond 1997 and recommends that the Administration should seek a confirmation from HMG on the future of the Scheme.
13.
The Committee also recommends that the HK Government should approach HMG and the Jockey Club for additional contributions as set out in paragraphs 9 to 11 above to maintain the impact of the Scheme.
