The board accepted that there was a general lack of interest and have therefore written Canada out of the scheme.

Offers were reduced from ten to six in favour of Korea and Taiwan.
After a long discussion it was agreed to allocate a group of ten offers to Armenia, Azerbaijan, Belarus, Kazakhstan, Moldovia, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan. This will be given to Moscow but will be available to all CIS countries. Moscow must also be informed that when selecting candidates they must be sure that scholars have a reasonable written and oral understanding of English. Problems are currently occurring in trying to arrange language training. The position will be reviewed at the half year stage but the Board have asked to be kept informed of any new Embassy which opens during the course of the year.
Two offers are also to be given to each of the Baltic states.
