for your letter dated 17 August 1992. will certainly do what I can to help sort out this long outstanding matter.
As far as I am aware, there has been no delegation of the Sovereign's prerogative power to give directions under
Sign Manual in charity cases in Hong Kong. I am not therefore able to give directions for the disposal of the bequest.
However, having looked at the terms of Sir S.K.'s bequest and the manner in which he attempted to give effect to his intentions, I doubt if a direction by me would in any event be entirely appropriate. the gift to charity was one to Her the United Kingdom and that the Secretary was merely that of an bequest was to be conveyed.
