You may be aware of conditions in Tibet, as described in enclosure, from Amnesty International. From your own parliamentary experience, would you agree that outsiders advice on introducing democracy and respect for human rights is unlikely to have much effect? Complex and varied problems met with in setting up fully democratic regimes, or trying to, in widely differing circumstances, have been shown in E. Europe, S. Africa, Argentina and countless ex-colonies. Would you judge that the Government has a unique chance in the case of Hongkong to introduce peacefully the constitutional framework of a fully-fledged democracy before the coming handover of power?
