I enclose a letter from Mr. Vernon Moore, who has written to me from Hong Kong.
I would mention that Vernon is a former Chairman of my constituency association, and I have therefore known him well for many years. He has a senior position with one of the banks in Hong Kong, and because of this and his previous British political experience, I thought I should draw his views to your attention, as those of someone who speaks from a knowledgeable position.
