Thank you for your letter of 17 December to Douglas Hurd
enclosing one from Mr Vernon Moore of 100 Shing Tai Road, Hong
Kong.
Mr Moore's views resemble those held in some sections of the
Hong Kong business community who, quite rightly, see a good
working relationship with China as the essential framework for
Hong Kong's past and future prosperity. There has been no
change in the British Government's policy in this respect.
remain firmly committed to working in cooperation with China
in the best interests of Hong Kong and for the full
implementation of the 1984 Sino-British Joint Declaration.
We
The Joint Declaration, with its principle of "one country, two
systems", provides for the preservation of Hong Kong's unique
way of life for at least 50 years after 1997. We believe that
a strong executive-led government supported by vigorous democratic institutions in Hong Kong itself is necessary to underpin the "high degree of autonomy" promised in the Joint
Declaration.
The Governor's proposals, which have the Government's full
backing, respond to a clear growth of political awareness in
