The PUS called on Mr Kaufman on 5 March. made certain comments relating to policy towards Asia. following extract from a minute by the PUS is for your personal information and is passed to you as an aid to preparing briefing for an incoming government.

"Mr Kaufman said that:-

he was concerned about the conditions in the Immigration Sections in Islamabad and Delhi. He had not, he said, visited Dhaka, but wondered if the environment there was as bad. I said there had been recent significant improvements in Islamabad and Delhi. I, too, did not know about Dhaka. He would have a note on this point. I mentioned Warsaw as another problem area;

on Hong Kong generally, he said that he would want to visit the Colony soon after the Election. On specific points, he added:

The

(i) he would want to get a feel of opinion generally and in particular from Omelco about the 1995 elections and changes to the number of directly elected seats. He implied that he had no fixed views, even on the principle of a numerical increase in directly elected places. He would want to listen to views and reflect;
