Mr Rogers said that he was concerned about the possibility of trade wars if the GATT finally broke down. The Governor said that for Hong Kong the main danger was trade friction between the US and china, particularly if Mr Clinton won the election.

The Governor invited Mr Rogers to come to Hong Kong whenever he wanted. He also hoped to see him when he was in London in November. Mr Rogers said that he thought arrangements had been made for the Governor to have reakfast with him and Mr Cunningham.
