1. Last spring an exchange of telegrams took place between this Mission and Hong Kong (copies to FCO) about the possibility of the IAEA's arranging a seminar in Hong Kong for local journalists. I attach copies for ease of reference.
2. I am unsure who in FCO is in the lead on this, hence the fairly wide distribution of this letter. Events have moved rapidly on during the past few weeks and I also attach copies of correspondence between Hong Kong and the IAEA discussing the arrangements. The event is essentially being hosted by the Hong Kong Investment Company but since the IAEA liaises only at government level the latest proposal, put to me by the Hong Kong Government Secretariat is that the event should be shown as "Hosted by the Hong Kong Investment Company in collaboration with the Hong Kong Government". May I assume that we, as the Member State representing Hong Kong at the IAEA, are content with that? The other point which comes to mind at this stage is that we ought as a courtesy, to tell the Chinese that this is taking place before they read about it in the press or elsewhere. I could tell my Chinese colleague in the next week or two, or Dr Walker could mention it to the Chinese in the course of our pre-Board bilateral meeting on Sunday 23 February.
