Dear Mr. Johnson,
Thank you for your letter clarifying the "hosting" issue for the IAEA seminar in Hong Kong. I do understand your problems; and the term "hosting" is obviously one that can be adapted, as you propose.
We accept the suggestion, "Organized by the IAEA with the assistance of the Hong Kong Government and the HKNIC". We have no problem at all with HKNIC's participation and direct involvement. If you prefer, we can continue communicating with Ms. Irene Lau on matters concerning the arrangements for the seminar, keeping your office and the UK mission in Vienna informed. It is important that the Hong Kong Government be fully aware of, and in agreement with the arrangements however, so please participate as fully as possible in this exchange of communication.
The IAEA will invite and pay expenses for the speakers on the updated programme, In fact we have already begun this process as we will be operating on a very tight schedule. I have contacted the Chinese mission here about nominating speakers for the nuclear waste and the nuclear surveillance/emergency response portions of the programme, noting we will take care of these two speakers expenses. We expect that HKG/HKNIC will invite the media and other participants.
We, too, are anxious to firm up the seminar arrangements. There are number of details that need to be discussed and worked out, such as contact person(s) and so forth. I assume that for these matters, I should continue communications with Ms Lau. If so, please advise,
