The first unit of the Guangdong Nuclear Power Station (GNPS), which is being built to the north-east of Hong Kong at Daya Bay of the People's Republic of China (see attached map), is scheduled for commissioning in the latter half of 1993.

Before that date, the Hong Kong Government wishes to have in place a sound and tested emergency response plan to protect the public from the consequences of a serious accident at the power station, no matter how unlikely this may be.

Based on two consultancy reports prepared by the United Kingdom Atomic Energy Authority (UKAEA), the Hong Kong Government produced a draft Daya Bay Contingency Plan (hereinafter called "the draft DBCP") in 1990, which was tested through a command post exercise in November of the same year. A major recommendation of the IAEA experts and the post exercise report was that the draft DBCP should be reviewed, revised and retested before the commissioning of the GNPS.

The problems are that the Hong Kong Government does not have sufficient expertise in -

(ii)

developing large scale effectiveness of the

exercises to test the revised DBCP and the

supporting organizations; and

assessing the results of exercises designed to test the revised plan with a view to recommending how it and the performance of the organizations involved in it might be improved.

It is in the context of these problems that nuclear expert assistance is needed. This project therefore seeks IAEA assistance, through the provision of experts to

(iii) assist in the preparation of a large scale

emergency exercise to test the revised DBCP; and

(iv)

observe and assess the above emergency exercise and make recommendations on how the revised DBCP and

the performance of the supporting organizations might be further improved.
