TECHNICAL ASSISTANCE AGREEMENT-

7.1. Technical assistance provided by the Agency for this project shall be subject to:

(a) the United Nations Revised Standard Agreement or the United Nations Development Programme Standard Basic

Assistance Agreement; and

(b) the IAEA Revised Supplementary Agreement thereto concerning the provision of technical assistance;

Alternatively,

(c) if (a) is in force but not (b), the assistance requested could be provided under an agreement based on (b); or

(d) if neither (a) nor (b) is in force, the assistance requested could be provided under an agreement based on (b) and

incorporating (a) by reference.

9.1. The Government acknowledges that assistance provided by the Agency will be subject to the relevant conditions

required by the Statute of the Agency and by decisions of its Board of Governors, in particular as set forth in IAEA document INFCIRC/267. The Government further agrees:

(a) to apply, for the purpose of the assistance requested, the Agreement on the Privileges and Immunities of the Agency,

reproduced in document INFCIRC/9/Rev.2; and

(b) to provide information to the Agency, on request, concerning the status of project activities upon completion of the

assistance requested from the Agency and during the lifetime of the project.

9.2. Briefly describe how the primary objectives of the project (see 3.2 on page 2) relate to short- and long-term

national sectoral or multi-sectoral development plans. Indicate the extent to which project activities are supported by the national authority responsible for each relevant sector (e.g. collaboration with national electricity authority on proposed project on feasibility study of nuclear power, support by national agricultural research institute or ministry of agriculture for proposed project on rice mutation breeding).

It is the objective of the Hong Kong Government to develop a contingency plan capable of providing an effective response to the potential consequences for Hong Kong of any accident at the Guangdong Nuclear Power Station causing a release of radioactive material into the atmosphere.

This policy objective is fully supported by the Economic Services Branch and the Security Branch of the Government Secretariat, which are responsible for energy matters and contingency planning, respectively.
