Chris Patten is taking on the Governorship at a crucial time. Will be in charge for the rest of the transition

period up to 1997. Sure everyone wishes him well. Not an easy job, but challenging and very important one. Know he will bring considerable talents and energies to the task and work with great determination for the good of Hong Kong and all its people. Hong Kong's economic prosperity will continue to be a top priority. Important decisions will also be needed on the political development of the territory. New Governor will want to take his time and make up his own mind on all these matters. But policies will continue to be worked out within the framework of the Joint

Declaration. This will not change. So the new Governor will also want to establish a good personal dialogue with the Chinese leadership, with Mr Lu Ping and with others, both in Peking and in Guangdong.

He will be working above all for a successful transition and the continuation well beyond 1997 of Hong Kong's stability, prosperity and existing way of life. In that, he will be carrying on the excellent work of Lord and Lady Wilson.
