PRESIDENT'S SPEECH AT THE DRAGON BOAT DINNER 11 JUNE 1992

Issue

The President's speech at this dinner organised by the Hong Kong

Association.

Recommendation

That the President considers and approves the attached draft outline.

Timing

Fairly urgent to allow time for a full text to be worked up.

Background

The President has agreed to be the main speaker at this triennial dinner on 11 June. Baroness Dunn will reply on behalf of Hong Kong.

The occasion will provide an opportunity to make an upbeat statement about the future of Hong Kong, its pivotal position on the Asia Pacific Rim, its growing economic interrelationship with southern China and the opportunities which the market offers to British business. the President could also point up the parallels between the UK and Hong Kong's commitments to free market policies and their importance for long term economic growth.
