The President was grateful for your minute of 1 June attaching an outline of his speech for this dinner. He agrees that he should take the opportunity to make an up-beat statement about the future of Hong Kong. He is concerned, however, that this should be forward looking. With this in mind, he would like to begin by pointing out that there are many ways of looking at the end of British tenure. One can look back nostalgically and Britain can take pride, as any great power might, in what it has done. The right way, however, is to look forward, not just five years to 1997 but to Hong Kong continuing to be a great trading market into the next century.

2 He would then like to raise the huge importance of China as a future market. He sees this as a major opportunity, with Hong Kong uniquely well placed to take advantage of it. The Hong Kong people can contribute significantly through their skills to rebuilding China. He would also like to incorporate some of the striking figures included in your present outline about Hong Koing investment in China. Finally, he wants to emphasise that 1997 is not the end but just the beginning.

3 I should be grateful if you could restructure the speech along these lines. It would be helpful if we could have a fully worked up text by close of play on 8 June. I should be grateful if you could prepare a first draft and then pass it to Mr Warrick, the President's speech writer, for final consideration before submission to this office.
