If possible it would be very helpful if we could have a copy of the undertaking before Mr Freeman leaves for Hong Kong; but in any case I should be grateful if you could confirm before then that any public sector loan from the Asian Development Bank to the Hong Kong Government would require a counter-guarantee from the British Government. You will note from the telegram that counter-guarantees have been the normal practice for World Bank lending to dependent territories.
