It was agreed that when the C/Os were genuine Customs must accept them and the fraud then fell to Investigations Div. but the Cyprus goods had Customs declaration When Graham Sims forms accurately showing the true Far East Origin. (Comn.) had checked hundreds of C/Os in Bangladesh last year they
