I have seen Mr Hoare's minute about the Governor of Hong Kong's discussion with Zbig Brzezinski.
2. As you know, I have discussed the China/MFN/Hong Kong issue in detail with Richard Holbrooke and Steve Solarz. Both were receptive to the arguments about Hong Kong and Holbrooke personally does not believe that it would make sense to withdraw MFN status from China. But both said that they did not believe that Clinton would be likely to veto a further resolution in the Senate withdrawing MFN status in respect of imports from Chinese state-owned enterprises.
I will be seeing Winston Lord on 17 November and will discuss this with him.

I understand that the Governor is planning a visit here next May. That should be good timing. We shall need to be careful about the public handling i.e. to present the visit as being to get our views across about the future of Hong Kong and not just China/MFN, or we will get the wrong reactions here.
