China/MFN
- Our Embassy in Washington have been monitoring Clinton's
statements on MFN renewal. Their advice is that he is
unlikely to veto legislation linking MFN to human rights.
What is your assessment?
- This is an area of important shared interests between us. Will need to work to limit the damage if pessimistic
prediction proves correct. Interested to learn how you propose to pursue the issue with Clinton administration.
- We and the Governor will be working very hard to try to ensure that the Clinton administration, and Congress, renew MFN unconditionally; and failing that, to try to minimise the damage. Denunciation of our plans for the 1995 elections and personal attacks on the Governor in the pro-China press will not help protect that interest.
