A Clinton Administration would probably be committed to ending China's MFN status in the USA, or doing something equally painful to China unless there were major political reforms there. I think we have been asked to make suggestions on how Hong Kong could be safeguarding Hong Kong's position.

Would it be a solution for the United States to decide that Chinese goods would qualify for MFN treatment only if they had been exported through Hong Kong and bore a Hong Kong government stamp? This would be good for Hong Kong economically and would put the Chinese on notice that the United States took a special interest in Hong Kong.
