We need a
reply to the Meyer's Letter to Sir J Gies
Peter Lo, Head of the Hong Kong Economic and Trade Office and I ran through current matters of concern to Hong( Kong on 20 October. We agreed to meet periodically.

Peter Lo said that he had close cooperation with the Chinese Embassy. China's MFA was up for renewal in June 1993 and the Chinese were very worried about the U.S. attitude if Clinton was President. Richard Holbrook (a Clinton adviser) had told Lo that Clinton considered Bush's China policy to be "seriously flawed" and that Clinton would "review" it. I told Lo that we were active in drawing attention to the Clinton Camp of the potential problems for Hong Kong (as we have been in lobbying the Administration with considerable success).

Lo was grateful for the good cooperation with us on this. The Hong Kong Office itself had made strenuous representation. The problem was now out of the way for the time being (Washington telno 2254).
Clinton Policies

I gave Mr Lo a copy of Mr Vinall's paper on Clinton's trade policies. He said that Nancy Pelosi was a big influence on China policy (a Representative from San Francisco who has taken a lead on China/human rights). expected that there would be an omnibus trade bill next year with protectionist and probably anti-Chinese elements.
