HONG KONG

NEW AIRPORT

Agreement was reached with the Chinese on the airport projects in 1991 when the Prime Minister and Chinese Premier signed an MOU in

which the Chinese Government agreed to support

the construction of the new airport and to encourage potential investors.

Unfortunately, discussions with the Chinese on the overall financing arrangements for the airport have not produced an agreement.

Apparent that the Chinese are linking the airport with other Hong Kong issues, eg

Constitutional.

We and Hong Kong Government intend to implement

the MOU as far as possible and work will continue

on the projects to be funded by HKG.
