I should be grateful if you would prepare self-contained briefs on your respective topics as indicated above (where I have shown more than one Department against a topic, would you please co-ordinate a single response). These should essentially contain a maximum of four or five points that we need to get across. Briefs should note particularly those points where US and UK views differ, or points which reflect the views of a different Presidential incumbent should there be. any change. Background notes should be short. The talks will last for only one full day, and the time available for each topic will therefore necessarily be limited. They will concentrate on the information aspects of the various topics, and not stray excessively into substance.

4. Information Department will prepare a Steering Brief, but please let me know if there are any points which you wish to be included. Briefs should be in final form (on blue) with five copies. They should reach me by close of play on Tuesday

We have suggested that we should lead on (a) and (c) above, the US on the other agenda items (including NAFTA in (c)), although this has not yet been finalised. In practice, this should make little difference to our presentation.
