if any product is being imported into the territory of a corur acting party from the territory of China in such increased quantities or under such conditions [which may include conditions with respect to the level of prices] as to cause or threaten market disruption to domestic producers in the former territory of like or directly competitive products, the following provisions shall apply.
The importing contracting party concerned may request China to enter into consultation with it. If, as a result of such consultation, it is agreed that a situation under (a) exists, China may limit exports or take such action, which may include action with respect to the price at which exports are sold, as will prevent or remedy the disruption. If, however, no agreement can be reached between China and the importing contracting party concerned, the latter shall be froc to take such action as may be necessary to prevent or remedy the disruption.
In critical circumstances, where delay would cause damage difficult to repair, provisional action may be taken by the contracting party concerned without prior consultation, on the condition that consultation shall be effected within the shortest delay after taking such action.
