1.
The Secretary of State asked for further thought to be
given to our advice to No 10 following up the conversation
between the Prime Minister and the US Ambassador.
2.
I have consulted the Governor who tells me that
Ambassador Seitz misrepresented his view. The Governor does
not believe that Chinese treatment of Hong Kong should be made
a condition for MFN renewal. Indeed he believes that this
would be politically maladroit. But he does think that
Chinese concern about MFN renewal may affect how hard they
push matters over Hong Kong.
3.
I submit a revised Private Secretary letter to No 10.
The Governor is content with the line set out here. ECD (E)
