Thank you for copying to me your letter of 20 November to Christopher Meyer. I have shown it to the Governor.
We agree completely with the conclusions that you draw in your letter but we have an additional thought to add: that we should resist any attempts, well-intentioned or otherwise, to link Hong Kong to the renewal of MFN status. As you will be aware, this is a point that has been misunderstood and misrepresented by the American Ambassador in London. I have tried to correct this in my recent letter to Peter Ricketts and teleletter to Stephen Pattison in Washington.
But it may already have permeated into the system. The Governor would like to ensure that there is absolutely no doubt about his position on this point.
