1. The President decides on MFN renewal only one month before it is due to expire. Thus his approval of renewal on
28 May 1991 was for the period 3 July 1991 to 2 July 1992.
Given the complexity of trade and the time needed to react
to changed conditions this is an odd way of operating
it is so.

Congress/the Senate can attempt to cast aside MFN
status in full or to attach conditions, at any time.
they could first try to vote for MFN to be stopped possibly with immediate effect. Such drastic action is unlikely to
be successful and they are more likely to try to have MFN
stopped from the next period or to attach conditions, either to the current period or to the next period. Again
having conditions attached in the current period is
unrealistic.
