MFN Status for China : Views of Mr Clinton
In Hong Kong on 26-27 July, the Secretary of State was forcibly reminded once again of the fears of Hong Kong businessmen that the US Administration might not renew the MFN status for China.
Apparently Mr Clinton's electoral platform, which the Secretary of State has not studied, indicates that if he were elected President, Mr Clinton would not support the renewal of MFN status. The Secretary of State has asked me to check that you are already lobbying Mr Clinton's people to point out the serious effect of their policy on the future of Hong Kong. I imagine that you have this in hand. At some point a short telegram would I think be useful.
