HONG KONG EXPORT CONTROLS: EXCHANGE OF LETTERS
1.
My teleletter of 14 January to you set out Ambassador Wendt's proposed changes to the text of the US reply to the UK and HK letters from Messrs Burns and Chau. "You and Hong Kong both indicated that you were prepared to accept these proposed changes (your telephone message of 16 January, and Hong Kong's telno 121 of 15 January).
2. I accordingly told Pennington (Office of COCOM Affairs, State) that we would accept Wendt's proposed amendments, and on 24 January I collected the Wendt letter, duly signed, together with Stephen Chung (First Secretary, Hong Kong Economic and Trade Affairs). I attach the top copy of Wendt's letter to Mr Burns, together with a copy of his letter to Mr Chau.
3. Whilst collecting the letters, I took the opportunity to ask Pennington when the Commerce Department were likely to publish in the Federal Register the changes to the export administration regulations which would trigger the extension of the agreed benefits to Hong Kong. Pennington said that Commerce hoped publication would take place by mid-February, and were sure that it would take place before the end of February. He added that Commerce officials were well aware that we (and State) were keen for early publication.
