HONG KONG: PROPOSED VISIT

As you know, since your visit to Hong Kong last July, letters (dated 17 January) have been exchanged between Ambassador Wendt and Andrew Burns here and T H Chau in Hong Kong, extending certain export licensing benefits to Hong Kong by the US. One condition of that arrangement is that regular consultations will be held with Hong Kong to share views on export control issues, to review the continued effectiveness of the Hong Kong export control system, and to colloborate on common export control problems. I have, therefore, been asked by Kevin Ho, Assistant Director General of the Hong Kong Trade Department, to invite you to lead a delegation to Hong Kong for two or three days in the week beginning 11 May 1992.

If the proposal is acceptable to you and the date convenient, then I shall ask Mr Ho to let us have a draft programme so that you may satisfy yourself that all aspects of interest to you are fully covered.

A number of UK officials will be in Hong Kong that week and it might be useful to arrange for some joint sessions

should their visit and yours overlap at all.
